Temporary and permanent residence, investor path (SUACE / Investor Pass) and cédula — overview, not legal advice.

Updated: November 2026

Tourism vs residence

Occasional/tourist stay (Art. 45 Ley 6984/2022: up to 90 days + possible equal extension in the year) is not residence and usually does not allow local work. Residence categories: Temporal and Permanente (plus investor exception). Applications go through the Dirección Nacional de Migraciones (DNM). Temporary residents can obtain a Paraguayan cédula de identidad via the Policía Nacional Identificaciones department for the same validity as the residence card.

  • Primary sources: migraciones.gov.py and the text of Ley 6984/2022
  • Documents often need apostille + Spanish translation; police/Interpol certificates have age and validity rules
  • Fees and forms change — verify current DNM tariffs

Key categories (orientation)

Residencia Temporal

Art. 46 Ley 6984/2022: up to 2 years, renewable for an equal period; normally a prior step before permanente. Precarious resident status during processing can allow exit/re-entry, study and work for the duration of that status (per DNM page). Checklist: passport, police/Interpol certificates, birth/civil status docs, sworn statements, etc. — see DNM.

Residencia Permanente

After completing the temporal period (Art. 47). Category change should be filed within 3 months before the temporal card expires; after expiry there are short windows with possible fines (DNM permanente page). Card validity described as definitive with renewal every 10 years — confirm current practice.

Investor / SUACE / Investor Pass

Art. 46 exempts qualifying investors under Ley 4986/2013 (SUACE) from prior temporal residence before permanente. MIC/DNM “Paraguay Investor Pass” (announced 21 Apr 2026): Constancia de Inversionista Extranjero (CIE) thresholds stated as USD 200,000 (real estate or stock exchange, no direct-job requirement) or USD 150,000 (tourism projects); verification via SUACE. Soft: older SUACE materials still cited lower amounts with job creation — treat current CIE thresholds as the announced 2026 figures and re-check suace.gov.py / DNM before investing.

MERCOSUR route (general)

Nationals of MERCOSUR states and associated countries may use simplified residence frameworks under regional agreements. Exact checklists and fees depend on nationality — ask DNM; no invented country-by-country table here.

Cédula de identidad

Issued by Policía Nacional (Identificaciones) to temporal and permanent residents for the validity of their residence status — everyday ID for banking and contracts.

Typical process

  1. Choose temporal, permanente (after temporal), or investor CIE path
  2. Gather apostilled/translated documents per DNM checklist
  3. File at DNM (or start via consular residence visa where required)
  4. Receive residence card; apply for cédula at Policía Nacional Identificaciones
  5. Register tax ID (RUC) with DNIT when you will earn Paraguayan-source income or open a business
  6. Clarify IPS / private health cover

Cédula & social security (IPS)

Cédula is the everyday national ID for residents. Health: Instituto de Previsión Social (IPS) covers contributing workers and certain affiliates; many newcomers use private plans and clinics in Asunción. MSPBS oversees public health policy. Keep travel cover until local cover is active.

  • IPS: ips.gov.py — contribution rules depend on employment status
  • Private clinics in Asunción (e.g. areas around Villa Morra) — no product recommendations
  • MSPBS for public health notices (including dengue)
